Charity Commission: Compliance toolkit guidance

On 11 June 2021 the Charity Commission updated Chapter 1 of the Compliance Toolkit to reflect UK counter-terrorism legislative developments and provide quick chart guides in an accessible format.

Chapter 1 of the commission’s compliance toolkit:

  • Provides advice and information on key aspects of the UK’s counter-terrorism legislation
  • Highlights how particular provisions are likely to affect charities and their work
  • Explains the various ‘terrorism lists’ that exist
  • Advises trustees what to do if they discover their charity may be working with or connected to people or organisations on terrorism lists

Terrorism is a serious and continuing threat to UK society, UK interests abroad and the wider international community. The charity sector is not immune to terrorist abuse.

It is an essential duty for trustees to manage their charity’s resources responsibly, including any risk to its assets, people, or reputation from being used or abused to support or otherwise be involved in terrorism

All charity trustees need to be vigilant about the potential risks from terrorism. While this guidance applies to any charity, the Commission does not expect trustees of all charities to have detailed knowledge and understanding of every aspect of this chapter. However, all trustees should familiarise themselves with the broad principles.

We recommend that all local charities read the guidance, discuss it to a trustee board meeting and note in their minutes of the meeting how they feel it is relevant to their charity and how they intend to act on the guidance.
